PILP is assisting We Promise Foundation in proceedings against the municipality of Hoorn over the curtailment of its right to demonstrate.

We Promise is a foundation working against racism, discrimination and exclusion in the Netherlands. Among other things, We Promise demonstrates against the statue of J. P. Coen in Hoorn, which the foundation says represents a symbolic veneration of a violent colonial past.

In September 2022, We Promise had announced a small-scale protest against the statue, which would be attended by three people. The mayor of Hoorn imposed twenty-three restrictions on We Promise, including a ban on amplified sound and a ban on “offensive” displays.

PILP objected to the mayor’s decision on behalf of We Promise, arguing that the restrictions violated the right to demonstrate. Moreover, the large number of restrictions in itself has a deterrent effect for people who want to demonstrate. On the contrary, the government should make an effort to facilitate a demonstration. According to We Promise Foundation, it is also important for future demonstrations in the municipality of Hoorn to stand up for its right to demonstrate now.
