PILP has assisted the Al Ansaar mosque in recent years in legal proceedings concerning a secret investigation commissioned by the Municipality of Delft and carried out by the research and consultancy firm Nuance door Training en Advies (NTA). On 12 February 2025, the District Court of The Hague ruled that the Municipality of Delft had to grant access to the investigation report. According to the court, the mosque had sufficiently demonstrated that the investigation infringed upon the mosque’s fundamental rights, without there being any legal basis for this.
Today, Mayor Alexander Pechtold expressed regret on behalf of the Municipality of Delft. Mayor Alexander Pechtold said:
“I have concluded that the NTA investigation commissioned by the Municipality of Delft in 2017, without the knowledge of the mosque, into the Islamic community in Delft, including the board and the visitors of the Al Ansaar mosque, was, in hindsight, unlawful. I am aware of the impact and the pain this investigation has caused.
On behalf of the Municipality of Delft, I wish to offer my sincere apologies for this.”

The Al Ansaar mosque is pleased to be able to close the case in this way. The acknowledgment marks a new start in the cooperation with the municipality. The Chairman of Al Ansaar, Abdelmonim Maanaoui, said:
“The secret investigation has caused us a great deal of pain, especially because we have always had a good relationship with the municipality. An essential first step in restoring that relationship is the acknowledgment that this investigation should never have taken place. We are therefore pleased that the municipality has acknowledged that the investigation was unlawful and has expressed its regret. With this acknowledgment, we have resumed our cooperation with the municipality and can look ahead again.”
