Top 400 – WOB

Together with several NGOs, journalists and researchers, PILP is researching the Top400. Because little is publicly known about the internal workings of the underlying system, PILP submitted a Wob request for the Top400 on January 7, 2020. The City of Amsterdam initially refused to cooperate, after which PILP filed an appeal with the court. The judge ruled in favor of PILP and the documents were handed over.

Researcher Fieke Jansen analyzed (as part of the ERC Data Justice Project) the Wob documents for and with PILP and wrote a report on them, with some critical recommendations. Partners involved in the creation of the report are Nirit Peled, Control Alt Delete, Bits of Freedom and Fair Trials. Students from Utrecht University conducted additional research into possible violations of privacy laws.

To obtain more background information on the system within the Top400, PILP also did a Wob request on the Top600, a precursor to the Top400 that focuses on older youth who have committed a high-impact crime at least once. Again after court intervention, PILP finally received the documents in 2022. Students from the University of Amsterdam conducted research based on which PILP can further advise the coalition.
